Peter Coates
Founder and Principal

Peter spent 15 years working at Wellington Underwriting in the Lloyd’s market, with responsibilities for UW, Claims and internal management support and review, before moving to Australia where he has held senior management roles with reinsurance and insurance companies, as well as leading CGEY’s Insurance practice for ANZ, before taking over the Axiom AP business in 2005, which he then purchased from the Charles Taylor Group in 2010.


For the past 18 years, he has developed a team that specialises in UW Agency and TPA audits and related reviews in Australia, NZ, Hong Kong, Canada and SE Asia and the Pacific Rim for a large number of Lloyd’s and Company insurers, and International Reinsurers – being involved in around 50 Agency and Claims audits each year, covering more than 180 Binders / TPA portfolios in all.

Peter has also been involved in a number of Catastrophe Analysis claim reviews for several Reinsurers in relation to the NZ Earthquakes in 2010/11 and more recently the Kaikoura Earthquake of 2016.  More recently he has assisted a number of UW Agencies in developing and implementing Peer Review functions for their UW and Claims operations.

Paul Mackay

Paul spent over 20 years as a reinsurance broker and client manager at Aon in Australia & New Zealand before setting up an independent consultancy business offering technical expertise and analytical consulting support to general insurers and reinsurers in Australia. 


He acts as a sub-contractor to Axiom AP, based in Sydney, and over the past 10 years has carried out between 15 and 25 audits of Agencies and TPAs each year, either alone, or alongside Peter and Jo on the larger businesses and reviews.

Joanne Cox

Jo joined the team in early 2017 after a short career-break, with a long career in the Australian corporate insurance market as a broker with Millers and JLT, specialising in Construction Insurance, including a spell in Thailand as a senior account manager.  She has also more recently undertaken a number of part-time roles with small brokers and agents in the Australian market.

She acts as a sub-contractor to Axiom AP, based in Melbourne, and has been closely involved in 15 – 25 audits per year of both Coverholders and TPAs, working alone on audits or with others in the team on larger audit engagements.

Stuart Warden

Stuart joined Axiom in 2021 after 20 years in the Risk Management and Insurance industry, with a background in Mining Risk Engineering, large corporate risk management and Commercial Property underwriting in Australia, with both Lloyd's and company insurers.  He has a unique combination of large scale commercial risk management understanding, and commercial property underwriting which offers a good basis for Property underwriting and claims audit work.

Alongside his work for Axiom AP, he undertakes complex Risk Surveys in Australia and NZ, providing reports on all aspects of the property risk for the Insured or other partners.

Stuart is a sub-contractor to Axiom AP based in Sydney, and has been working on combined audits with the team, and in some stand-alone audits.

Anne Durkin

Anne is an experienced Australian Insurance lawyer who has recently returned home after 20 years working in the London insurance market, having joined Marketform in 2000 on a contract claims role handling worldwide liability claims, after which she was retained as General Counsel and Company Secretary, retaining an oversight of the claims and internal audit functions, as well as governance, policy wordings and regulatory responsibilities within the Lloyd’s market.

She then spent 18 months within the Lloyd’s Performance Management team, before roles with Allied World and MSAmlin as Legal Counsel / Company Secretary functions.  She then spent 5 years working with the National House Building Council in the UK as General Counsel & Company Secretary managing claims, reinsurance and corporate governance.

Anne joined Axiom in 2022 and is a sub-contractor to Axiom AP based in Melbourne, and has been working on combined audits with the team, and in some stand-alone audits.

Siobhan Hughes

Siobhan is a qualified lawyer who has spent many years in the Australian insurance industry, working in the areas of Personal Injury claims, Motor Fleet risk management and Insurance systems development before taking on a Technical Claims lead role in Casualty insurance with Zurich Ins.  She then worked as Legal Counsel for MAFIP and Jardine Lloyd Thompson before taking on the Head of Claims role at SURA Pty in 2017.

She spent 4 years leading a cross-Agency claims team responsible for the delivery of effective claim services to Agencies/coverholders within the group. This included engagement with internal and external stakeholders, strategic decision making, and system and process improvements.  In 2021 she moved within the Austbrokers Group to a Claims & Special Projects role, assisting the AMS Board and broker partners and group companies with technical claims, regulatory, legal and compliance matters.  She was seconded to 360 Underwriting as Head of Claims to manage integration and systems upgrades, and as Head of Legal & Compliance to upgrade Group Policies and Procedures.

Siobhan joined Axiom at the start of 2024 and is a sub-contractor to Axiom AP based in Sydney, and is  working on combined audits with the team, and on some stand-alone audits.
